In Greater Manchester, schemes tend to be funded by central Government. The schemes in Bolton are mostly funded through specific funds such as the <em>Growth Deal<\/em>, the <em>Mayor&#8217;s Cycling and Walking Challenge Fund<\/em>, and the <em>Transforming Cities Fund<\/em>. These funds are provided by Government for specific purposes. If the Council doesn&#8217;t spend them on the purpose for which they are intended, then the money will be handed to another council who will.<\/p>\n\n\n\n<p>Funds that are being spent on active travel infrastructure pale into insignificance compared to the funds being spent on infrastructure for motoring. In the next 5 years, Highways England alone <a rel=\"noreferrer noopener\" href=\"https:\/\/www.theconstructionindex.co.uk\/news\/view\/highways-england-publishes-14bn-road-building-plan\" target=\"_blank\">will spend \u00a327.4 billion<\/a>, including \u00a314.2 billion on road building. One <a href=\"https:\/\/www.newcivilengineer.com\/latest\/public-backs-1-4bn-black-cat-roundabout-transformation-11-02-2020\/\" data-type=\"URL\" data-id=\"https:\/\/www.newcivilengineer.com\/latest\/public-backs-1-4bn-black-cat-roundabout-transformation-11-02-2020\/\" target=\"_blank\" rel=\"noreferrer noopener\">single roundabout in Bedfordshire<\/a> alone is projected to cost \u00a31.4 billion, almost as much as the whole Made to Move walking and cycling project across Greater Manchester.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/happycyclist.grahamecooper.com\/wp-content\/uploads\/2020\/10\/BedfordRoundabout-1024x682.jpg\" alt=\"\" class=\"wp-image-2459\" width=\"640\" height=\"360\"\/><\/figure>\n\n\n\n<p>It&#8217;s not a lot to ask that a small proportion of the transport spend be devoted to investment that has been shown to bring <a href=\"https:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/348943\/vfm-assessment-of-cycling-grants.pdf\">average returns of 550%<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Councils are rarely, if ever, funding active travel (walking and cycling) schemes themselves.
